It's 1911. Billboard, 3/25/11, mentions the Oscar F. Cook Stock Company appearing in "Kentucky '61" at the Saginaw Bijou the week of March 12.

The unnamed fellow is Eddie Craven, who appeared with Lillian Roth in Educational's MILLION DOLLAR MELODY (1933).

I think Ed's question has probably been answered privately, but just in case...

Charles McAvoy is the police sergeant on desk, and I think Jack Shutta is the railway worker who locks up Buster and Dorothea in the refrigerated car and later shoos them out.
