Yes, they loved him overseas.

I always thought that the perfect material for Keaton to use during these live programs would be to re-work the routines he performed at the European circuses he toured in after the war.

Indeed - a couple Dutch-subtitled 16mm prints I've seen (Army Story and Gorilla Story) also support the idea that it enjoyed rather widespread global sales. I also wonder how many foreign television shows Keaton might have appeared in -- that is, whether Es darf gelacht werden (Germany 1962, presumably now lost) was the exception to the rule or is just the tip of the iceberg...
