I think it's OUT OF LUCK (or Out o' Luck). I looked it up in MPW, a while back when I first saw this.

Had to break out Google Translate to decipher enough of the title cards to figure out what was going on. And that turned the run-time of this short film into a feature length evening for me. At least I now know how to spell 'peekaboo' in Dutch.

It has a very Charlie Chase-type plot,
The posse warns the girls that some inmates have escaped from the local asylum and then in walks Charley...er....I mean Hoot.

You didn't see that type of story-line in a Tom Mix short.
