There is a newsreel compliation on the British Pathe website that contains about half of the half-reel Leap Year Proposals (1912). I've not seen this particular film listed anywhere as extant. The two-and-a-half minutes worth of footage is 7'50" into the reel:

Great find! The British Pathe website is a terrific place to find obscure footage, I came across lots of Laurel & Hardy post-war material and some footage of Buster playing baseball there.
