It's an old Life magazine photo shoot from the early 60's.

Rock Hudson is not mentioned in the caption. If you mean the grinning guy standing on one foot with his hand above his eyes he's ID'd as Buddy Ebsen, and the body language certainly fits. I think if Ebsen had been born a generation earlier he'd have done quite well as an eccentric slapstick comedian in the Slim Summerville mode.

No, I mean the guy dressed as a bathing beauty. Only eight women are named, but there are nine lying on the ground, and the one in the middle looks the spitting image of Rock Hudson.
