I suspect it's a paste-up job, the lighting on the head doesn't quite match the body- and there's more than one anatomical problem. Still it might have been done with his knowledge.

There was a fairly notorious pornographic comic book featuring Wheeler and Woolsey, but I've yet to peruse a copy:

Aside from the s*x acts is there anything particularly distinctive about it- does it catch their personality?

Somehow I think Clark & Mc Cullough would be better suited to the form...
